Sharon Brown is a seasoned contract management professional with over 15 years of experience in procurement, acquisition, contract administration, logistics, and supply chain management.

 

She is the Founder and CEO of the Not-for-Profit organization Black Enterprise Resource Center (BERC).  BERC aims to bring purpose, vision, and innovation for Black and Brown economic growth. Sharon is skilled in navigating business leaders, building and strengthening positive relationships, and creating strategic plans that consider perspectives.  She manages budgets and creatively navigates funding challenges. Sharon is a team builder who has built strategic partnerships to influence positive outcomes.

 

She holds a Master of Laws in Procurement Law from The George Washington University Law School and a Bachelor’s Degree in Business Administration from The American University. Sharon is certified in Federal Acquisition Certification-Contracting (FAC-C) Level III, Appointed Contracting Officer for Dept. of Homeland Security (DHS), and Delegation of Authority for GSA OASIS Ordering Contracting Officer (OCO) – DHS Office of the Chief Procurement Officer, Executive Development Program.

 

Sharon’s experience includes serving as a Senior Contracting Officer for the Department of Homeland Security (DHS)/Customs and Border Protection (CBP)/Procurement Directorate, where she created strategic plans for matters and actions involving information technology and Air and Marine products and services. She has also served as a Contract Specialist for the Small Business Administration/Office of Procurement, Washington Convention Center Authority – DC Government, and Accenture, LLP.

 

Sharon is a community business advisor/consultant and has served as a Program Analyst – Contractor for Dennison Associates, HUD Office of Health Homes and Senior Litigation Paralegal – GS11 for the Department of Justice – Environmental and Natural Resources Division.  Sharon is skilled in various enterprise resources planning systems (ERP) and has relevant course training in strategic thinking, project management, governmental environment, governmental accounting, financial reporting, and budgeting, among others.

 

She is a member of the National Association of State Procurement Officials (NASPO), American Management Association (AMA), National Contract Managers Association (NCMA), SisterCities International as a Citizen Diplomat, GCCA Area Representative (Montgomery County),  Marylands Montgomery County East County Citizen Advisory Board (ECCAB), and a Montgomery County Parks and Recreation Volunteer.
